A Study of Long - Term Unemployed and Unemployment Duration in Seoul

Abstract
This paper empirically examines the realities of long-term unemployed individuals and their unemployment duration in Seoul using data for the 1999 city survey about the unemployed and their needs. A parametric survival model (Weibull model) is adopted to identify variables predicting unemployment duration. It is found that the data fit the Weibull model including the hazard distribution that the hazard of reemployment is increasing at an decreasing rate. Variables that affect unemployment duration among long-term unemployed are age, householdership, number of family members, size of prior employment organization, cause of unemployment. participation status of the Public Work, and amount of reservation wage. Based on the empirical analysis results, this paper suggests that government needs to investigate and consolidate more positive discriminatory social policy for the long-term unemployed. This paper provides a basic knowledge about realities of long-term unemployed and takes advantage of a unique analysis about unemployment duration and exit rate of long-term unemployed. In addition, this paper also identifies research areas for further research, and develops policy implications for the long-term unemployed individuals in metropolitan area of Korea.
